Israel Unveils New Regulatory Framework To Advance Agrivoltaics, Greenlights 300MW Project

In a significant policy move for the renewable energy sector, the Israeli government has approved a national program for agrivoltaics, establishing clear regulatory, design, and permitting standards for large-scale solar projects integrated with active agriculture. The initiative, which does not include subsidies, aims to provide regulatory certainty for investors while protecting landscapes and rural land.

 

According to information released by Israel's Ministry of Energy and Infrastructure, the plan was developed jointly with the Planning Administration and has received approval from the National Council for Planning and Construction. It creates a dedicated approval track for agrivoltaic projects, separate from standard ground-mounted solar installations. A key operational requirement is the maintenance of active agricultural activity on the site, with monitoring and enforcement mechanisms to ensure land is used for its intended dual purpose. Beyond energy generation, these projects are expected to enhance climate resilience by providing shade for crops and potentially reducing water consumption.

 

In tandem with the new regulations, the government has approved a proposal from the Ministry of Energy to advance a major 300MW agrivoltaic project near the Gaza border, developed by Enlight Renewable Energy. This project will also include energy storage facilities. The Ministry stated that this initiative is expected to contribute to the rehabilitation of the Tekuma region. The electricity generated will be fed into the national grid, supporting Israel's national target of generating 30% of its electricity from renewable sources by 2030.

 

This development follows another plan released in 2025, which aims to install 600MW of solar capacity on the rooftops of sports facilities across the country by 2030. These sequential policy announcements highlight Israel's commitment to diversifying its renewable energy portfolio and integrating solar power generation with existing land uses.
