Bulgaria Launches 1.9GWh Energy Storage Initiative With Up To 50% Funding Support

The Bulgarian Ministry of Energy recently announced the RESTORE 2 program, a subsidy scheme aimed at supporting standalone energy storage projects across the country. With a total planned capacity of 1.9GWh, this initiative underscores Bulgaria's commitment to enhancing grid stability and accelerating renewable energy integration.

 

 

Reflecting on RESTORE 1 Achievements
The first phase of the RESTORE program concluded in April 2025 with remarkable results:

82 standalone energy storage projects selected

Total investment: approximately 115 million BGN (€59 million)

Total available storage capacity: 9,712.89 MWh, significantly exceeding the original 3GWh target

These projects, operating primarily as independent facilities, are designed to provide grid peak shaving and system flexibility, creating a stronger foundation for large-scale renewable energy integration.

 

 

Key Details of RESTORE 2
Building on the success of its predecessor, RESTORE 2 introduces clearer guidelines and substantial financial support:

Total funding: 231 million BGN (≈€118 million)

Subsidy coverage: Up to 50% of eligible costs

Maximum support per MWh: 156,466 BGN (excl. VAT)

Cap per entity: 317 MWh

 

Europe 8MW

 

Technical Requirements
Eligible projects must meet the following criteria:

Rated AC power ≥ 10MW

Minimum storage duration: 2 hours

 

 

Additional Conditions

Projects must not have commenced construction before June 25, 2024.

Existing operational projects are not eligible.

Applicants must provide grid connection agreements, building permits, equipment supply contracts, and proof of financing.

A 10% performance bond is required upon approval.

A 3% bank participation guarantee (valid for 9 months) must be submitted during bidding.

Minimum equity requirements: 6 million BGN for 20–50MWh projects; 10 million BGN for projects exceeding 50MWh.

Public consultation deadline: September 15, 2025

Subsidy application window (tentative): September 18, 2025

Project completion deadline: July 31, 2026
