Australia Launches National Solar Panel Reuse And Recycling Scheme To Tackle Growing Waste Challenge

In a landmark move to address Australia's escalating solar panel waste, federal, state, and territory governments have agreed to develop a national mandatory recycling and reuse scheme for end-of-life solar photovoltaic (PV) modules. The decision, announced at the Energy and Climate Change Ministerial Council meeting in Sydney, aims to prevent millions of discarded solar panels from ending up in landfills and instead direct them toward remanufacturing or recycling.

 

 

Key Highlights of the National Scheme

 

NSW to Lead Regulatory Framework: New South Wales, already recognized for its pioneering battery stewardship program, will spearhead the development of a Regulatory Impact Statement to evaluate policy options for a nationwide product stewardship scheme.

 

Massive Untapped Potential: The Smart Energy Council (SEC) estimates that one-third of decommissioned solar panels could be reused, contributing up to 24 gigawatts (GW) of energy by 2040-enough to power six million homes annually.

 

Urgent Need for Action: With 4 million panels removed from Australian roofs each year and less than 5% currently recycled, the scheme seeks to recover valuable materials like aluminum, glass, copper, silver, and silicon, which make up 95% of a solar panel's components.

 

 

Growing Solar Waste Crisis

Australia's solar panel waste is projected to nearly double from 59,340 tonnes in 2025 to 91,165 tonnes by 2030, driven by domestic replacements and large-scale solar farm decommissioning17. Tindo Solar CEO Richard Petterson warned that if Australia installs 1 terawatt (TW) of solar capacity in 25 years, it would need to recycle 40 GW of panels annually to maintain sustainability.

Job Creation: The Australian Manufacturing Workers'Union highlighted opportunities for local remanufacturing jobs, reducing reliance on offshore waste processing.

Circular Economy Boost: Advanced recycling technologies, such as Macquarie University's silver recovery method (77% efficiency), could turn solar waste into a major silver supply source, rivaling Australia's largest mines.

 

 

Next Steps

NSW will finalize recommendations by early 2026, with the scheme expected to catalyze a domestic solar recycling industry and align with Australia's 2050 net-zero emissions target17.
