South Wales project highlights growing trend in licence-exempt supply arrangements

A new solar farm near Aberdare in South Wales has begun generating 10MWp of clean electricity, marking a notable development in the UK's renewable energy landscape.

The Rhigos Road Solar Farm, developed and operated by Berkshire-based renewables firm Enviromena, is supported by a Class A licence-exempt supply agreement under a Power Purchase Agreement (PPA) with Evolve Energy, a licensed UK industrial and commercial supplier.

This structure allows the electricity produced at Rhigos Road to be supplied directly to businesses through Evolve Energy, bypassing the traditional wholesale market and avoiding certain regulatory charges and levies. According to the companies involved, the arrangement is among the first commercial transactions of its kind completed under Ofgem's updated regulatory framework.

The facility features more than 14,000 bifacial solar modules from JA Solar and is expected to generate 10,600 MWh of clean electricity annually, saving over 1,850 tonnes of CO₂ each year. Enviromena will retain ownership and handle ongoing operations, maintenance, and asset management through its in-house teams.

Industry observers view this project as an important test case for direct supply arrangements under the new rules. As the market evolves, similar transaction structures may become more common.
