Stable Prices, Shifting Strategies
Despite ongoing trade policy fluctuations, solar module prices in the U.S. market have shown remarkable stability over the past three months, according to the latest Domestic Content Report by Anza, a leading solar supply chain analytics platform.
Key Findings:
Domestically Produced Modules (U.S. Cells): Median price dipped 2% (from $0.50/W in April to $0.49/W in July 2025).
U.S.-Assembled Modules (Imported Cells): Slight increase to $0.36/W (up from $0.35/W).
Imported Modules: Marginal decline to $0.255/W, though still above Q1 2025 lows of $0.235/W.
The data underscores a widening premium for domestically sourced cells (now $0.23/W over imports), reflecting market prioritization of tax credit and tariff certainty under the Inflation Reduction Act (IRA).
Policy Turbulence Ahead
Anza warns of impending adjustments as manufacturers navigate evolving regulations:
FEOC Compliance: Foreign Entity of Concern (FEOC) thresholds will tighten-40% domestic content required by 2026, rising to 60% by 2029.
ITC Deadlines: Projects must commence construction by July 4, 2026, or achieve commercial operation by end of 2027 to qualify for credits.
Trade Measures: New AD/CVD petitions against Indian and Chinese-linked manufacturers, alongside a Section 232 probe on polysilicon imports, add complexity.
*"Uncertainty around FEOC and Section 45X phase-downs has paused several planned assembly lines,"* noted Anza's report.

U.S. Manufacturing: Mixed Signals
While some facilities struggle-like Meyer Burger's 1.4GW Arizona plant closure-others expand:
✅ Heliene launched a 500MW module plant in Minnesota.
✅ SEG Solar shipped its first utility-scale order from Texas.
✅ Corning acquired JA Solar's 2GW Arizona facility.
Anza forecasts domestic solar cell suppliers to nearly double (from 6 to 11) by 2027, though module makers will grow more cautiously (from 19 to 22).
Urgent Call to Action
With FEOC restrictions looming and prices trending upward, Anza emphasizes:
"Procurement delays risk supply shortages and higher costs. Stakeholders must act now to secure compliant inventory."
